Study on EU Emissions Trade Scheme Market Stability Reserve

The workshop was designed to gather MEPs, EU officials and different stakeholders from civil society to exchange views on the ETS Market Stability Reserve. The workshop was held on the 5th November 2014 at the European Parliament and is now being summarised in this report.

All participants discussed the proposal of the Commission to introduce a Market Stability Reserve to address the lack of flexibility of the European Union’s Emissions Trading Scheme (ETS). Indeed, due to the economic crisis, the ETS is no longer working properly and is in need for reforms.

There was a large consensus on the opportunity for the EU to keep and improve the ETS, which will remain the main instrument for achieving the EU’s greenhouse gas target of 2030, but the reforms to implement were more deeply discussed during this meeting.
